Taxis are readily available at the airport (typical fare 5 USD). Alexandria has a tram system that runs between Ramleh Station (called "Terminus") near the Cecil Hotel and destinations to the east of the city. Trains run every few minutes from early morning (5:30 AM) to midnight and fares are inexpensive. Driving directions: From the airport, drive south on the main road. Then take the 14th of May Bridge, and U-turn from the main square opposite directly to the hotel.
